Is this making credit decisions?

No. It does the legwork — reading the package, pulling the title, building the comparison, saying what the file is missing. The credit decision is yours, and everything it used to reach a recommendation has a source you can open.

Where does borrower data end up?

On your machine, in a folder you chose, as a plain SQLite file you can open and back up like anything else. We do not have a copy. If you would rather it never touched this machine at all, a Hand has its own computer by default and only reaches yours if you turn that on.
